SPOTLIGHT ON THE HONORARY BOARD – Joseph L. Campbell

Joseph Campbell has lived and worked in Contra Costa County his entire live. Campbell entered the construction business in 1968, originally hired personally by a community pillar, Floyd Martin, who founded Martin Brothers Construction Company of Concord. From that beginning, Campbell enjoyed heavy construction. He founded his own general engineering construction firm, operating until the fall of 1989 when he sold the business. He specialized in major subdivision site development including mass grading, curb gutter and sideways, all phases of underground utilities, including installation of street signs and survey monuments. He was elected to the Contra Costa Water District Board of Directors 6 times, the first in 1991 and served as Board President for more than 20 years. While a member of the Contra Costa Water District board, he maintained a perfect attendance record, not missing a single board meeting over the 24 plus years he served. Following the sale of his construction firm, he co-founded and became Secretary Treasurer of a skilled nursing health care management company, and co-managed 350 employees in California and Nevada, selling his interest in 2000. He is currently retired, but serves part time as an independent businessman and a management and community relations “coach”.
Mr. Campbell has, during his years of living in Contra Costa County, served on various county boards and commissions. He was chair of the Contra Costa County Airport Land Use Commission; he is a licensed commercial pilot for single and multi-engine aircraft, and holds an instrument rating. He is especially proud to have served the United States Navy as a Naval Aviator. Campbell is a former vice president of the Greater Concord Area Chamber of Commerce, served as a member of the Concord General Plan Committee and the Founder Advisory Board of Concord Commercial Bank. He is a retired member of the Board of Directors of the East Bay Leadership Council, and a former member of the Clayton Business and Community Association. He is a former member of the Walnut Creek Child Care Task Force, the Walnut Festival Association, the Northgate High School Sports Boosters, American Red Cross board and Concord Pavilion Associates, He is a member of the Rotary Club of Concord and Rotary International. Campbell is a Past President and a founder of the Concord Economic Development Corporation, a partnership corporation of the Greater Concord Area Chamber of Commerce and the City of Concord.
